I am directed by the Shipping Controller to refer to your letter of the 20th instant (No.463/1918) enclosing copy of a telegram from the Governor of Hong Kong with regard to the requisitioning of vessels engaged in the China trade.

Dealing with the points raised by the Governor of Hong Kong in the ir order, I am to suggest that the following replies should be sent

The telegram of 19th October No.235 suggested

that sea-going vessels registered in Hong Kong should

be requisitioned. If, however, the Governor of Hong

Kong has power to requisition vessels registered in Shanghai, the Shipping Controller sees no objection to such action being taken.

The scheme of requisition outlined in the telegram of 19th October clearly contemplated a requisition by and for the account of the Colonial Government am the actual requisitioning should therefore not be done under the name of the Shipping Controller.

For the reason already given under B. the Colonial Government would require to accept responsibility for the financial results of the Requisition Scheme.
